New Delhi: Prime Minister Narendra Modi addressed a public rally in Madhubani, Bihar, on Thursday, marking his first public appearance in the state following the recent terrorist attack in Pahalgam, Jammu & Kashmir.PM Modi conducted a two-minute silence to honor the security men who died in the attack, setting the tone for the rally’s mournful start.

According to Prime Minister Modi’s statements, the terrorist assault was “an attempt to wound the soul of India.” According to him, those who caused the catastrophe would get punishment “beyond their imagination.” “The country shares the suffering of the affected families,” the prime minister stated, highlighting the solidarity and sadness of the whole country. “Some lost a son, some a comrade—there was a Bengali, a Marathi, an Odia, and a Braveheart from Bihar. Our sorrow is shared, and so is our anger,” he said.

As emotions ran high, the crowd at the rally spontaneously chanted slogans like “Pakistan Murdabad”, reflecting public outrage over the attack.

PM Modi was in Madhubani to attend a special event organized on Panchayati Raj Day in Lohana Panchayat of Jhanjharpur. He laid the groundwork and officially opened a number of development projects totaling more than ₹13,480 crore. These initiatives seek to improve services and infrastructure in rural areas.

Highlighting the government’s efforts over the past decade, PM Modi mentioned that more than ₹2 lakh crore has been allocated directly to panchayats for village development. He addressed key rural challenges, especially issues related to land disputes, and appreciated Bihar Chief Minister Nitish Kumar for his role in empowering women. The first state to set aside 50% of panchayat seats for women was Bihar. “I commend Nitish Ji for this innovative move,” Modi said.

He also shared several key achievements of the central government in rural development:

Around 1.5 lakh families in Bihar entered their new pucca (concrete) homes today.

15 lakh poor families across India received approval letters for new houses, with 3.5 lakh of these beneficiaries from Bihar.

Over 12 crore rural families across the country now have tap water connections for the first time.

2.5 crore villages have been electrified.

Many rural families, who never imagined cooking on gas stoves, now have access to LPG cylinders.

PM Modi also spoke about improvements in rural healthcare, noting the establishment of over 1.5 lakh Ayushman Arogya Mandirs nationwide, with 10,000 planned in Bihar alone. Furthermore, the state has established around 800 Jan Aushadhi Kendras, which offer reasonably priced medications at discounts of up to 80%, helping middle-class and impoverished families.

The demonstration was a moment of national solidarity and determination in the face of terror in addition to being a political occasion. Development will continue, and those who harm India will not be spared, the prime minister made plain.
