Bihar’s Industrial Momentum Strengthens: ₹17,000 Crore Investments and Mega Projects Drive Transformation

Government highlights major achievements across investment, startups, and infrastructure sectors

New Delhi: Under the chairmanship of Dr. Dilip Kumar Jaiswal, the Industries Department convened a press briefing today to highlight its FY 2025–26 achievements, attended by Secretary and MD BIADA & IDA, Shri Kundan Kumar.

Addressing the media, Dr. Dilip Kumar Jaiswal stated that Bihar’s industrial development continues to gain strong momentum. Under the visionary leadership of the Hon’ble Chief Minister, the State Government is committed to transforming Bihar into a robust industrial ecosystem while strengthening investor confidence. With a strong foundation of good governance and policy stability, Bihar has fostered continuous stakeholder engagement, creating a truly industry-friendly environment and emerging as a key growth engine of Eastern India.

He further highlighted that the State has set an ambitious target of attracting ₹50 lakh crore in investments and generating 1 crore employment opportunities over the next five years. This vision is being actively supported by the rapid expansion of expressways, development of industrial corridors, strengthening of logistics infrastructure, improved connectivity, and creation of world-class industrial townships.

Industrial development has been accorded top priority under the “Saat Nischay–3 (2025–2030)” vision of “Prosperous Industries – Empowered Bihar.” In line with this vision, the Department has undertaken several key initiatives and achieved significant milestones during FY 2025–26.

During the press conference, it was highlighted that major policy decisions include the constitution of three high-level Apex Committees, approval for the establishment of an MSME Directorate, and the formation of the Bihar State Marketing Authority (BSMA) to promote branding and market access for MSMEs and rural enterprises.

The State has also launched the Bihar Industrial Investment Promotion Policy (BIIPP), 2025—one of the most competitive incentive frameworks in the country—and approved the Bihar Semiconductor Policy, 2026, aimed at positioning Bihar as a technology hub in Eastern India. Sector-specific policies covering logistics, exports, textiles, and startups have further strengthened the policy ecosystem.

To enhance investor engagement, the Department conducted a series of national and international roadshows across Thailand, Bengaluru, Kolkata, New Delhi, and Mumbai, helping attract investments and gather valuable stakeholder feedback.

Highlighting investment performance, the Department informed that during FY 2025–26, a total of 747 investment proposals were received, with proposed investments exceeding ₹17,217 crore. Additionally, 317 investors were allotted 404 acres of land through BIADA, generating investment potential of ₹5,500 crore and over 22,500 employment opportunities.

Significant progress has also been made in improving the Ease of Doing Business in the State. Bihar has been integrated with the National Single Window System (NSWS), and key reforms aligned with the Jan Vishwas Act have been implemented. Labour reforms have enabled flexible industrial operations, while provisions have been introduced to expand women’s participation in the workforce with appropriate safety measures.

Several major industrial projects are currently underway, including the Integrated Manufacturing City (IMC) at Gaya under the Amritsar-Kolkata Industrial Corridor (AKIC), development of textile and manufacturing clusters, Mega Food Park at Damodarpur, and a multi-modal logistics park along with a proposed Fintech City at Fatuha.

Under PPP initiatives, approvals have been granted for the development of five-star hotels in Patna and a Solid Waste Management system in the Patna cluster. A proposal for setting up an Electronic Park under PPP mode is also under consideration.

In terms of land acquisition, over 13,343 acres across 24 districts have been approved for industrial development, including 1,670 acres acquired for the AKIC project.

The Bihar Foundation continues to expand its global footprint, with 47 chapters established across India and abroad, alongside initiatives such as Bihar Diwas celebrations and plans to set up Integrated Centres in major cities.

The State’s startup ecosystem has also witnessed remarkable growth, with 109 startups registered in FY 2025–26 and a total of 1,653 startups supported so far. Financial assistance exceeding ₹92.2 crore has been disbursed, including support to 242 women-led startups.

Under the Mukhyamantri Udyami Yojana, financial assistance of ₹3,242 crore has been provided to over 44,179 beneficiaries, with more than 6.5 lakh applications received in 2026 alone.

Under the Prime Minister’s Employment Generation Programme (PMEGP), ₹36,058.31 lakh has been sanctioned to 3,473 beneficiaries, with ₹10,527.10 lakh disbursed so far, along with ₹131.10 crore in subsidies to 4,427 beneficiaries.

Bihar has also emerged as a leading performer under the PMFME scheme, with loan disbursements exceeding ₹468 crore during FY 2025–26 and cumulative disbursement surpassing ₹1,345 crore.

In the handloom and silk sector, ₹171.45 lakh was disbursed to 1,143 weavers, while production of 68.02 metric tonnes of raw silk was recorded. Khadi and village industries also witnessed strong growth, with Khadi Mall, Patna recording sales of ₹22 crore during the year.

The Upendra Maharathi Shilp Anusandhan Sansthan (UMSAS) recorded procurements worth ₹6.77 crore and sales of ₹3.60 crore, while also supporting artisans through toolkits and exhibitions at national platforms.

The Government of Bihar reaffirmed its commitment to building a robust, inclusive, and future-ready industrial ecosystem through progressive policies, infrastructure development, and promotion of entrepreneurship, paving the way for sustained economic growth and transformation.
