SEZ–Non-SEZ Land Case: Demand Raised to Release Records in Delhi

Speakers Demand Disclosure of Government Records, Pending RTI Disposal and Clarity on Land Transfers and Project Approvals

New Delhi: A press conference at the Press Club of India in New Delhi has brought fresh attention to a land-related matter involving nearly 7,200 acres in Haryana’s Jhajjar and Gurugram districts and its reported connection with SEZ and non-SEZ projects.

International human rights defender Sardar Charanjit Singh and his associates urged Haryana authorities to release original records. These include land acquisition, land-use changes, government land transfers and project approvals.

Official Documents Sought to Verify Facts

Sardar Charanjit Singh said the campaign seeks verified information, not allegations against individuals or companies.

The group requested details of stamp duty paid on land transactions, government exemptions or reimbursements, approvals for the reported SEZ-to-non-SEZ transition and project clearance documents.

“We do not want allegations; we want government documents,” Singh said while explaining the central demand.

Reported Land Value Difference Under Scrutiny

The briefing also focused on the reported difference between the purchase price of the land and the later indicated value of developed land.

Speakers referred to documents suggesting a reported purchase price of around ₹20–22 lakh per acre, compared with a subsequent indicated value of up to ₹24.20 crore per acre for developed land.

They said the figures need verification and do not establish any conclusion. They urged authorities to use official records to clarify the facts and the interests of the original land sellers.

HSIIDC, Land Transfer and Employment Records

The speakers sought disclosure of the HSIIDC joint venture agreement, land transfer records, valuation documents and government approvals, where legally permitted. They also sought clarity on the reported 70% employment requirement for Haryana residents.

RTI Applications and Public Access to Records

Another key demand was the disposal of pending RTI applications within the timelines prescribed under the Right to Information Act, 2005.

The speakers said public records could clarify whether authorities followed legal and administrative procedures during land acquisition, transfer and project changes.

Appeal for Peaceful Public Participation

Senior Supreme Court advocate Balraj Malik urged citizens to raise public-interest issues through constitutional and peaceful means. He stressed that democracy involves more than elections and includes citizens’ participation, questioning of institutions and pursuit of accountability.

Call for Impartial Inquiry if Records Reveal Irregularities

Sardar Charanjit Singh said the campaign seeks transparency and accountability, not to target any individual or institution. He urged authorities to make statutory records on the SEZ–non-SEZ land matter public. He added that officials should conduct an impartial inquiry if the records reveal any genuine legal or administrative irregularity.
