GOFTED Seeks De-Merger of Delhi Government Polytechnics from DSEU, Urges Presidential Intervention

Organisation seeks return of polytechnics to the DTTE framework, protection of employee rights and review of technical education regulatory compliance

New Delhi: The demand to bring Delhi Government polytechnics back under the DTTE and Board of Technical Education after de-merger from the Delhi Skill and Entrepreneurship University (DSEU) has gained fresh momentum. GOFTED has submitted a final representation to President of India Smt. Droupadi Murmu, seeking intervention over employees’ service status, administrative control and protection of their service and pension benefits.

The Gazetted Officers Forum for Technical Education, Delhi (GOFTED) has submitted a final representation to President Droupadi Murmu, seeking the de-merger of Delhi Government polytechnics from Delhi Skill and Entrepreneurship University (DSEU) and their return under the Directorate of Training and Technical Education (DTTE) and Board of Technical Education. The organisation said employees have faced uncertainty for nearly five years over their service status, administrative control, seniority, promotion and pension benefits.

Service and Pension Concerns

GOFTED has sought protection of employees’ seniority, lien, qualifying service, pay, promotion, pensionary benefits and Career Advancement Scheme (CAS). It has also demanded an independent examination of the “deemed deputation” arrangement and clarity on the applicability of CCS Pension Rules to employees’ past and future service benefits.

Students’ Interests and High-Level Committee Report

The organisation has also called for a review of the technical education regulatory framework, including AICTE-related requirements, diploma recognition, fees, scholarships and student welfare. GOFTED said the Government-appointed High-Level Committee examined the matter for nearly six months and submitted its report, but claimed that no effective decision has been taken so far. It has urged the President to seek the report and ensure time-bound action.

GOFTED said it has raised the matter with government departments and senior officials through democratic and peaceful means over the past five years. It reiterated that its objective is not confrontation but restoration of the original Government framework of the polytechnics, protection of employees’ service rights and safeguarding students’ interests.
