Washington, D.C.: U.S. Senator Tim Sheehy (R-MT) and Dr. K. A. Paul have urged Prime Minister Narendra Modi and Home Minister Amit Shah to reconsider provisions of the proposed FCRA Amendment Bill 2026.
The appeal focuses on provisions that, according to Sheehy and Paul, could potentially allow authorities to seize or take control of properties belonging to churches, orphanages, schools, hospitals, charities and other religious minority institutions.
Dr. K. A. Paul Questions Proposed FCRA Authority
Paul raised concerns about the proposed Designated Authority, saying it could take control of assets received through foreign contributions and related properties if an organisation’s FCRA registration is cancelled, surrendered or expires.
He said such a provision could create risks for churches, schools, hospitals and charitable institutions that have operated for generations and support poor and vulnerable communities.
Trillions of Dollars in Institutional Assets
Dr. Paul claimed that the combined assets of these religious and charitable institutions could be worth trillions of dollars. He called on the Modi government to remove the provision and ensure that charitable organisations are protected.
Paul said, “Don’t take away Christian charities and assets worth trillions of dollars.”
Tim Sheehy Says He Stands 100 Percent With Dr. K. A. Paul
U.S. Senator Tim Sheehy has extended strong support to Dr. K. A. Paul over his concerns about the proposed legislation. Sheehy said, “We got your back 100 percent,” while noting that Speaker Johnson and President Donald Trump highly respect Paul.
Focus on Protecting Christians and Churches
Sheehy stressed the importance of protecting Christians, missionaries and churches. He said he hoped that religious communities, missionaries and churches would continue to receive protection.
Riley Moore Criticises Potential Impact of Bill
The proposed legislation has also attracted criticism from other U.S. political figures. Congressman Riley Moore recently raised concerns about the proposal and described its potential impact as a “clear attack against Christians.”
Sheehy Praises Paul’s Fight for Religious Freedom
During a meeting at his Washington office, Sheehy praised Dr. Paul’s work to spread the Gospel, fight poverty, promote common-sense values and defend religious freedom globally.
Calling Paul a champion of freedom, Sheehy said he is “fighting for freedom” and “fighting for liberty all over the world.”
Paul and Sheehy Seek Balance Between FCRA Oversight and Religious Freedom
Dr. K. A. Paul and U.S. Senator Tim Sheehy acknowledged India’s sovereign right to regulate foreign funding. However, they urged the government to ensure that stronger FCRA oversight does not affect legitimate charitable and religious institutions.
Paul said he has personally donated millions of dollars from his hard-earned income to build schools, orphanages and mercy homes. He also stated that he has never converted anyone.
Foreign Contributions Should Remain Focused on Charity
Paul and Sheehy called for stronger monitoring of foreign contributions while seeking protection for the properties, institutions and missions of Christian and other religious minority communities.
According to them, these funds are designated and restricted for charitable purposes and should not be treated as government resources.
Paul claimed that the proposed changes could affect India’s relationship with Muslim and Christian communities across around 200 countries. He also claimed that these two communities together account for 60% of the world’s population.
Global Peace Initiative and Humanitarian Work
Dr. Paul founded the Global Peace Initiative and other organisations focused on humanitarian and social causes. He has continued to advocate for seven faith-based institutions that serve poor and vulnerable communities in India and around the world.
Paul also has longstanding relationships with political leaders in the United States.
FCRA Amendments Draw U.S. Bipartisan Attention
The meeting was held as the proposed FCRA amendments continue to attract bipartisan attention in the United States. Paul and Sheehy said religious freedom and the protection of faith-based institutions are important elements of the broader people-to-people relationship between India and the U.S.
